Taiwan-Thailand International Innovative Entrepreneurship Manager
Training and Observation Project
Introduction
For
enhancing the cooperation between Taiwan
and Thailand , the OHEC initiates
a fellowship program and will send 10 trainees to Taiwan for observing Taiwan ’s incubation centers. The
training and observation project will be held in National Central University, the
NCU (Recipient of the 2011 Ministry of Economic Affairs SME Outstanding
Incubation Center Niche Technology Award), National Pingtung University of
Science and Technology, the NPUST (Specialize of agricultural, aquaculture…etc
) and Chung Yuan Christian University, the CYCU (Recipient of the 2012 Ministry
of Economic Affairs SME Outstanding Incubation Center International Incubation
Award, build-up international strategic cooperation partners: Co-incubation
Centers in China, Vietnam, Indonesia, and Malaysia.) These three
incubation centers are selected by its accomplishment, specialty and expertise.
The features are shown below.
Incubation industry including: Optoelectronics Technology,
Environmental protection and Energy Technology, Information and Electrical
Technology, Specialty chemicals and materials, Biotechnology and medical,
Informatics software.
Services: Space equipment and administrative support / resources,
Technical support / resources, Information support / resources, Forensic support
/ resources, Man power support / resources, Financial support / resources, Funding
support / resources, Public relationship and marketing, Assist corporate
training.
Incubation industry including: Food Processing, Agronomy,
Horticulture, Environmental Technology, Animal Husbandry, Veterinary,
Aquaculture, Tourism and Leisure Agribusiness, Landscaping.
Services:
Assisting Product development (assisting manufacturers into the industrial area
or professional park to continue to develop, and to assist in the financing
loans.), improved varieties (introducing new technology to cooperative
education or technology transfer), quality inspection, engineering, production
and enhance the sales pipeline, automation, and education and training.
Scope
of Incubation: Biomedical engineering and chemical engineering processes, Precision
machinery and automation technologies, Telecommunication and information software,
Electrical equipment and electrical control, Nanome technologies, Business
technologies or products such as information management, legal assistance, financial/business
administration, Technologies or products such as product packaging design and
marketing.
Service:
Patent application & maintenance, Technology marketing, Technology
evaluation & value-added, Academia-Industry collaboration, Assisting the
teachers in the processes of examining research project contracts, Market
research and licensing matchmaking, Negotiation, loyalty valuation and
agreements drafting, Providing industry’s dynamic information, Technology
Commercialization, Processing technology licensing procedures, Educational
training of protecting intellectual right, Training courses on patent research
and analysis.
Objectives
Based on the proposal provided by the Thailand OHEC, the
following three main objectives of this training and observation
project were concluded:

To be familiar with Taiwan ’s
Incubation model
b.
To learn the management experience of Taiwan
universities incubation center
c.
To practical experience the day-to-day
operation of Taiwan
universities incubation center
Activities
According to the three objectives, the following
were designed for this training and observation project.

Two days curriculum (See Appendix 1)
The CYCU incubation
center designed two days curriculum to explain Taiwan ’s incubation

Seven and half days
observation
The
10 trainees will be divided into five groups, two trainees in one group, and
there will be two groups in CYCU, two groups in NCU, one group in NPUST.
Depending on different feature of each incubation center, three of the
incubation centers will provide different observation session for each group.
The emphasis of each incubation center in the short term observation will be:
1.
CYCU: A project of assisting early stage
technology - create new industries in Taiwan (
an advance way to assist Taiwan ’s
industry incubation)
2.
NPUST: Observing agricultural and animal
husbandry firm which incubated by NPUST
3.
NCU: Observing optoelectronics technology
firm which incubated by NCU, and introducing the incubation concept of culture
and creative industry.
*Note: The incubation centers reserve the right to change
observation schedule depending on the actual situation of each center.

Closing ceremony
In the
closing ceremony, all of the trainees will gather together sharing experience and the faculty of three incubations will join
the meeting for Q&A.

Free time
The
translators will also be available during the weekend. For sightseeing or city
tour may take public transportation.
l
Professional training for translators
For the
better curriculum and observation environment, before the curriculum starts,
there will be one day-six hours training for translators to understand the
curriculum and observation material.
There are five main parts of this 15 days training, the tentative
schedule is shown in Table 1.
Budget
The budget is estimated by CYCU incubation center and
ESIT Office. The item of budget are including Two days curriculum, professional
training for translators, 7.5 days observation, administration fee,
accommodations, meals, translators, transportation and insurance.
*Note of accommodations: The 10 trainees will
be staying in the three university hostels during the observation.

Expected
benefits
After 15 days training and observation in Taiwan , trainees are able to have a clearer
concept of Taiwan ’s
incubation model, and how to protect and manage intellectual property (patent) and
one of the most important is how to assist incubated firm to find funding. The fields
of incubation are various for each incubation center which are illustrated in
the introduction. In addition to incubation, hoping this project will bring a
good effect to industrial development and will enhance the operation between Taiwan and Thailand .
